Fear factor: China's toxic overload

"Every day I ask myself, what is safe to eat? The pork is laced with clenbuterol; the beef and lamb contain other toxic additives; and we don't dare drink the milk."

For most Chinese, living in a healthy manner is not just common sense but a form of piety. If you fall sick, it is widely assumed it's because you didn't really take care of yourself.

But as the lament above -- posted on micro-blogging site Sina Weibo under the pseudonym 'White clouds, Calm wind' -- suggests, this ancient precept did not anticipate the advent of melamine, cadmium, pesticides, lead, mercury, sulphur dioxide, micro-particles and dozens of other potentially harmful chemicals that have worked their way into China's food chain, water supply and atmosphere.

Nearly three decades of double-digit industrial development greased by corruption and barely constrained by regulatory oversight has produced, as a by-product, unprecedented levels of pollution and an epidemic of toxic foodstuffs -- from baby formula to the grain alcohol favoured at wedding banquets, made and marketed by ruthless entrepreneurs.

Many of the thousands of small-scale public protests across China each year are driven by the visible impact of environmental pollution on people's daily lives, say watchdog groups within and outside the country.

Until recently, such outbursts never garnered attention beyond the immediate zone of impact. But the Internet, and especially homegrown micro-blogging sites with some 600 million accounts, means the state can no longer keep such incidents from becoming household knowledge across China.

Dozens of food and beverage scandals resulting in hundreds of deaths have made Chinese consumers wary, apprehensive and finally angry.

From 2007 until 2011, the use of clenbuterol, for example, flourished in factory pig farms across the country. A dangerous anabolic steroid, the chemical is also abused by athletes to build muscle mass. In animal husbandry, it increases the ratio of more expensive lean meat compared to fat.

Nitrogen-based melamine, a compound found in industrial plastics, was widely used in baby formula up until 2008, when the worst food scandal to hit China in years erupted into international news. Six infants died that year from poisoning, and an estimated 300,000 are still suffering health problems, especially kidney dysfunction. Despite the arrest of 21 people -- two of whom were executed -- a similar case emerged two years later in 2010.

White Clouds, Calm Wind's litany of alimentary anxiety also includes a fear of "talc in our tofu (bean curd)," a staple source of protein consumed throughout China.

"And we can't eat fried food either, because who can guarantee that it wasn't cooked in recycled oil taken from the streets?" At the end of last year, more than four dozen people were arrested in one province alone for reselling so-called "gutter oil" scooped up from the drains of restaurants.

"As for flour, it's so unnaturally white that it's frightening," says the blogger.

Tainted food may be the least of China's health hazards -- it is still easier for the government to crack down on unscrupulous merchants than to purify China's water and air. Just this year, there have been two major chemical discharges in life-giving rivers that have sent people scurrying to the supermarket.

In January, multiple factories upstream along a 300-kilometre stretch of the Longjiang from the city of Liujiang were found to be dumping huge amounts of the deadly carcinogen cadmium. Some four million people were affected.

Weeks later, an acid spilled in the Yangtze at Zhejiang, one of the country's wealthiest provinces, provoked a short-lived panic when residents in Zhenjiang city smelled the results in their tap water.

But many consumers will have wondered if the water that disappeared from market shelves is necessarily safer. Only last year, Beijing authorities halted the sale of 31 brands of bottled water that failed safety tests. Many harboured colonies of bacteria that was hundreds -- and in one case 9,000 -- times above threshold standards.

The same goes for ostensibly certified "organic" foods, a sector that has nearly quadrupled in size in as many years as middle-class consumers look for guarantees that what they are eating is free of unsafe levels of pesticides.

Only China's top leaders, provisioned from special farms, can be sure they are eating safely, according to Gao Zhiyong, who worked for a state-run food company and then wrote a book about it.

China's Environmental Protection Ministry said in November that fully a tenth of China's farmland contains dangerous levels of heavy metals due to contaminated water and waste.

"The folks at the State Administration for Radio, Film and Television (which oversees censorship) should be responsible for food safety and those at the State Food and Drug Administration in charge of reviewing movies," quipped another Weibo blogger under the handle 'Refugee'. "That way, Chinese people could eat safe food and see uncut movies."

Last August, thousands of residents in Dalian, an industrial city in China's northeast, took to the streets to protest against the presence and alleged leaks from a factory producing paraxylene, a carcinogen used to make polyester films and fabric.

Even Apple has come under fire. The Institute of Public and Environmental Affairs, a Chinese research group, charged recently that some of the high-tech giant's suppliers in China were spewing toxic substances into the water and the air, endangering their workers and neighborhoods.

About the same time, violent protests erupted in the eastern city of Haining, where residents, including the mayor, blamed a rash of leukemia cases on discharges from a nearby solar panel factory, forcing authorities to temporarily shut it down.

Reports of abnormally high rates of cancer near industrial installations have become so common that a new term has entered the vocabulary: "Ai Zheng Cun", or "cancer villages." With unintended irony, the Environment Office in the province of Shandong recently anointed one such locale, Tushan, as a "commune of longevity" despite a rash of cancer that some experts suspect is related to a high concentration of chemical factories, including one that produces the insecticide Profenofos.

The Chinese government has been reluctant to release complete nationwide figures on cancer rates, and even the ones they do may have underestimated the problem, environmentalists say. Rural inhabitants -- heavily exposed to insecticides and herbicides used in agriculture -- are often reluctant to seek hospital care for fear of burdening their families with out-of-pocket medical expenses.

Arguably, the most widespread and health-wrecking form of pollution in China today is neither in the soil nor the water, but in the air. Partly in response to a rising tide of public anger over pollution, the government recently set new air-quality standards, including for the first time particulates of less than 2.5 micrometers in diameter.

In so doing, however, it was forced to acknowledge that the new benchmark immediately puts two-thirds of China's big cities in the red zone. And while in keeping with the World Health Organization's guidelines for lowering pollution levels in developing countries, the new standards are still more than three times higher than the body's recommended threshold.

China's increasingly toxic environment combined with the viral-like spread of news across the country's micro-blogging sites has proven highly combustible. As once-isolated victims realize that the hyper-local threats to their health are in fact duplicated across the country, they have become more emboldened in their criticisms, and more insistent that action be taken.

"We have been living this for decades," wrote one Weibo blogger under the handle of 'Hebo HB'. "We only wish the government would not cheat us."

"Sometimes, I suspect that what we are breathing isn't air, but politics," said another user.

A notable change in use is in store for the 594,000-square-foot industrial building at 2913 Spooky Nook Rd., in Lancaster, Pa., now that the onetime home of Armstrong Industries has changed hands. An entity spearheaded by Samuel Beiler, former owner of the Auntie Anne?s Pretzels chain, acquired the vacant distribution center, and will redevelop it into a regional sports complex.

Located approximately 30 miles southeast of the state capital of Harrisburg, 2913 Spooky Nook made its original debut in 1976. Commercial real estate services firm Cushman & Wakefield Inc. orchestrated the disposition of the industrial facility on behalf of the seller. Cushman has not disclosed the identity of its client; however, a report by Real Capital Analytics indicates that Random Properties Acquisition Corp. was the previous owner, having taken the asset off the hands of S-J Management in 2007 in a transaction valued at $21 million.

This time around, the sales price is not quite as clear. Cushman is remaining mum on the money Sports Complex shelled out for the property, but a recently released document produced by real estate appraisal and consulting firm Weinstein Realty Advisors notes that Sports Complex acquired 2913 Spooky Nook for nearly $11.3 million. The assumption of debt may very well have been part of the deal, as Lancaster County records show a sale price of a paltry $10.00.

?We were able to secure the highest and best use buyer, a local investor, after negotiating with several parties who had also expressed interest in redeveloping this asset,? said Gerard Blinebury, a senior director with Cushman.

Sports Complex, which was represented by Prudential H.S.G. Real Estate in the transaction, is wasting precious little time moving forward with the repositioning of the building. The company has filed a petition with the Board of Supervisors of the Township of East Hempfield to rezone the property from the general industrial zone to the highway commercial zone. As per the petition, the proposed sports complex will feature both indoor and outdoor recreational facilities.

Should Sports Complex have decided invest in upgrades and maintain 2913 Spooky Nook as an industrial property, the company may not have had much of a problem filling the tenant roster. Presently, large segments of Class A space are highly coveted in the Central Pennsylvania industrial market. Big lease transactions during the first quarter of 2012 included Henry Schein?s commitment to 623,700 square feet at 41 Weaver Rd. in Denver; Ceva Logistics US Inc.?s deal for 387,500 square feet at 600 Industrial Dr. in York; and Uline Inc.?s lease of 363,000 square feet at 400 Boulder Dr. in Allentown.

?While deal size generally stays in the [20,000 to 40,000-square-foot] size, these larger deals are affecting the already constrained market of large contiguous blocks in the region,? commercial real estate services firm CBRE Group Inc. noted in a first-quarter 2012 report.

Shocking as it was, the massacre of more than 100 Syrian villagers is unlikely to galvanize a military assault like last year's campaign in Libya to oust Moammar Gadhafi. The killings, however, did provoke the strongest international condemnation the United States and other nations could muster.

The U.S. joined more than a dozen nations in expelling Syrian diplomats on Tuesday, and Republican presidential candidate Mitt?Romney?pushed for further, direct action to dislodge Syrian President Bashar Assad. But President Barack Obama's spokesman emphasized more limited options.

"We do not believe that militarization, further militarization of the situation in Syria at this point is the right course of action," said White House press secretary Jay Carney. "We believe that it would lead to greater chaos, greater carnage."

The nation's top military officer, Joint Chiefs of Staff Chairman Gen. Martin Dempsey, had appeared to hint at a possible shift in that longstanding U.S. position, saying Monday that despite reservations about military intervention "it may come to a point with Syria," because of the mounting atrocities.

Pentagon spokesman George Little said Tuesday that those remarks did not mean the United States had backed off its position that military intervention risks doing more harm than good. The Pentagon has not been asked to provide plans for military options in Syria, Little said.

"The focus remains on the diplomatic and economic track," Little said. "But at the end of the day, we in the Department of Defense have a responsibility to look at the full spectrum of options and to make them available if they're requested."

Romney, who is opposing Obama in this year's presidential election, said the massacre argued for strong action, including arming the rebels and pressuring Russia to stop selling arms to Assad forces.

"President Obama's lack of leadership has resulted in a policy of paralysis that has watched Assad slaughter 10,000 individuals,"?Romney?said.

The administration's position reflects deep doubt that any bombing campaign could be accomplished quickly and relatively bloodlessly, as in Libya. The United States would have to be a major participant in any sustained coalition war to remove Assad, something U.S. officials had all but ruled out before the massacre in Houla over the weekend.

The United States is providing "non-lethal" assistance to the Syrian rebels fighting Assad, meaning supplies and help that do not include ammunition or weapons.

"Right now, our focus is on humanitarian aid, non-lethal aid, and I'm not going to speculate as to where the future might take us," Little said.

The administration is also helping other nations who are providing lethal aid determine suitable recipients.

"We and many nations that are ? that consider themselves friends of Syria ? are assessing the opposition as we help ? help them stand themselves up and help them unify," Carney said.

A senior U.S. official said events like this weekend's killings have the potential to provide a major change in an already perilous situation, and that the U.S. would seek to further move other nations toward a political solution due to the broad outrage over the killings and widespread fears that the window for a political solution is narrowing.

The chairman of the House Foreign Affairs Committee said the expulsion of the Syrian diplomat doesn't go far enough. Rep. Ileana Ros-Lehtinen said the U.S. should expel other Syrian officials and "expand our overall sanctions against Damascus."

Under pressure from lawmakers to do more, the White House is working to draft the legal framework for potentially wider U.S. engagement, two officials told The Associated Press. The scope of the authority was not clear, and White House officials would not confirm or comment on it.

"This is a political measure. This is a statement of our extreme disapproval and horror at the massacre," State Department spokeswoman Victoria Nuland said after Washington informed the top-ranked Syrian diplomat that he had 72 hours to leave the country. "We will obviously continue to look at other ways we can pressure the regime economically, politically, diplomatically, and continue to try to tighten the noose."

Carney also said the U.S. is working with allies to assess further action, but he gave no detail about what those next steps might include.

He threw cold water on efforts by Persian Gulf nations and some Republican critics to begin sending U.S. weaponry to the Syrian rebel forces, although he acknowledged that other nations may go ahead without U.S. help. The United States is worried that weapons would go astray and strengthen an Islamist terrorist movement or feed a possible civil war. Military officials also worry that even with additional arms the rebels would be hopelessly overmatched by Assad's army and the shabiha, the pro-government gunmen believed to be responsible for the Houla carnage.

"The nature and shape of and the membership of the opposition is still something that we and our partners are assessing," Carney said. "That is another consideration that has to be acknowledged when efforts like that are undertaken."

U.N. envoy Kofi Annan called the massacre a "tipping point," and the diplomatic deep freeze was swift.

"This amounts to abandoning all reason, sense, conscience, intelligence and mercy," Turkish Prime Minister Recep Tayyip Erdogan said Tuesday. "This inhuman massacre amounts to trampling all values that make a human being a human being."

The U.N.'s human rights office said Tuesday that most of the 108 victims in the town of Houla were shot at close range, including 34 women and 49 children, and entire families gunned down in their own homes. The expulsion of diplomats was a sign of "absolute disgust" with Assad's rule, the Obama administration said.

The United States will keep up pressure at the United Nations Security Council, and individually with allies and partners, Nuland said.

A lobbying effort with Syrian ally Russia is part of that effort. Russia has blocked U.S. efforts to impose a U.N. arms embargo or international travel ban for senior Syrian officials.
